Local governments exist for the purpose of providing services and public facilities to the people who live within their jurisdiction. The Town of Pittsford is governed by a Town Board, comprised of four Council members and a Supervisor, all of whom are elected at large by the qualified voters of the town.

The Town Supervisor, who is the administrative head of town government, presides at the meetings of the Town Board and may, from time to time, appoint one or more committees consisting of members of the Board to aid and assist the Board in the performance of its duties. A majority of the Board members must be present in order to constitute a quorum for the transaction of business, and the vote of each Board member upon every question is recorded in the official minutes of the meetings. An affirmative vote of a majority of all members of the Town Board is required for the adoption of any action, motion or legislation.

The Town Board's responsibilities include the power to appoint officers, commissions, boards and other personnel necessary to administer the town's affairs; to adopt ordinances and local laws affecting the public health, safety and welfare and to provide penalties for the enforcement of the town; and to formulate overall policy.

Bill Smith

William A. Smith, Jr., Town Supervisor

Bill Smith was elected to the Pittsford Town Board in 1995. As Councilman he played a central role in the Town’s adoption of its Greenprint plan, which preserved two-thirds of the Town’s then-remaining farmland from development. Not long after the Greenprint became final, Bill was appointed to a vacancy in the Monroe County Legislature. Bill represented Pittsford and East Rochester in the County Legislature through the end of 2007, when he stepped down due to term limits. He served as the legislature’s Majority Leader for 6 years, from 2001-2007.

Bill became Pittsford Town Justice in March, 2011. In November of 2013 he was elected as Town Supervisor and was sworn into office on January 2, 2014. Pittsford residents returned him for a second term in the election of 2015.

A lawyer by profession, Bill practiced law full-time for 29 years before taking office as Town Supervisor. Bill earned his Bachelor’s degree at Yale University and his law degree at the University of Virginia Law School. You may email him at wsmith@townofpittsford.org or by clicking here.


Kate Bohne Munzinger

Kate Bohne Munzinger, Deputy Supervisor

Kate Bohne Munzinger was elected to Town Board in November of 2015. She formerly served the Town of Pittsford as Communications Director from 2009 to 2012.

Kate is the Chief of Staff for New York State Senator Joe Robach. Prior to being elected, Kate served for several years on the Town of Pittsford’s Environmental Board. She is a graduate of Pittsford Sutherland High School, completed her undergraduate studies at SUNY Albany, and received her master’s degree in international relations from Syracuse University. She has been a longtime volunteer with Ronald McDonald House Charities and currently serves on its Board of Directors.

Kevin Beckford

Kevin S. Beckford, Town Council

Kevin Beckford joined the Town Board in January, 2018 following his election in November, 2017. An operations executive with 28 years specialty in servant leadership, Kevin has domestic & international experience working with non-profit and for-profit companies such as Eastman Kodak, Xerox, IBM, Bank of America and the Bank of Montreal. Kevin has lead a change management and risk mitigation consulting firm, Management and Employee Engagement Solutions, since 2013 and has recently been appointed to serve as the HR Director - Staff Diversity and Inclusion for the Universty of Rochester.

Kevin has a broad mix of operational, technical and program/project management experience including hospital/healthcare administration, purchasing/supply chain, bank operations, IT operations, technical communications (medical imaging products), and management consulting for the private and government sector. He earned his Bachelor of Science degree in Organizational Management and Design from Roberts Wesleyan College. He is active in the community, working on social justice, anti-poverty and education initiatives for the poor.

Cathy Koshykar

Cathy Koshykar, Town Council

Cathy Koshykar joined the board in 2020. She is committed to transparent government and encourages you to contact her at ckoshykar@townofpittsford.org.

Cathy is an attorney with 20 years experience in commercial and business law (see https://www.linkedin.com/in/cathy-koshykar-04a1184/). She has an undergraduate degree from SUNY Geneseo and a law degree from the University of Notre Dame. While at Geneseo, she was introduced to the value of public service as an intern in Congresswoman Louise Slaughter's district office.

Stephanie Townsend

Stephanie Townsend, Town Council

Stephanie joined the Town Board in January of 2018 following her election in November, 2017. She is the president of Townsend Consulting and Evaluation, a Pittsford firm that serves global, national, state, and community organizations with specialization in gender-based violence.

A community psychologist with 20+ years’ experience working with community-based organizations, coalitions, and interdisciplinary systems, Stephanie has worked in public policy and systems advocacy at local, state and federal levels. Her experience also includes development and implementation of community- and school-based sexual assault prevention programs.

Stephanie has a Master’s degree and a Ph.D. in Community and Prevention Research from the University of Illinois. She also has a Master’s in Social Ethics from Graduate Theological Union and a Bachelor’s degree in Psychology and Studies in Religion from the University of Michigan.
